Saying it again, I had two ideas on that:
A) If on the 22nd all who chose this option would have some kind of redeemable Neurosurgery that could be turned in for like 3 months, the issue would be less controversial. People with a timer could wait before redeeming and redeem right after taking their regular remap. People without timer could redeem any time for +1 remaps.
People with a timer >3 months do acually get a benefit if they remap right away since their timer will be shortened by a good deal (and not only a few days).
This does, however, not prevent the strange effects we saw last year (some people received MORE than one free remap...)
B) If everything is too messy with those remaps because the code does strange things and there is only one week of time: Replace that option for those who love character development by a number of free skill points to distribute. Easy. Has been done before. Affects everyone the same way. Ok, maybe new characters relatively get a stronger boost, but thats the same with the other gifts that also are "more" to a newbie.
I'd suggest something around 500k SP. Why? All this remapping is about 14 distributable attribute points (the 17 basic points plus imps always stay the same no matter what you do with or without remaps) In theory, the BEST you can do with those points is having them produce 12 skill points per minute (10 on primary attribute, 4 on secondary). If you are training only skills that perfectly match your attributes anyway, a remap does not do you any good. If you are training other skills, you gain something between 0 and 12 SP per minute. Assume it would be 6 SP on average. 6 SP/min x 60 min x 24h x 90 days for a dedicated training on some odd skill category yields 777.600 SP. That is a reasonable amount of skill points you would gain on average from a remap - if you think you would get more, reconsider you skill plans. You might have done something wrong in your past decisions.
Now, why 500k and not 777k? Well... freely distributable SP are worth more than better attributes, because you can assign them to skills with DIFFERENT attribute sets. And you don't have to wait 3 months.
If I would be presented with the choice of having a remap OR a number of SP, I would go for the free SP if they were 500k or more.
And whatever happens, it's gifts, they come for free and I absolutely like the idea of choosing one of these packages! Big thank you, CCP.
